Renaming the file makes it work in Windows 10! It will be grayed out if one is running as Built in Administrator and gives themselves all privileges plus special permissions, ownerships, etc., etc.. and it does that by appending each suffix from %PATHEXT% which contains something like .COM;.EXE;.BAT;.CMD;.VBS;.VBE;.JS;.JSE;.WSF;.WSH;.MSC.
